@Craig Hodge: Currently, you could reject blacklisted emails, redirect them to a specific email address (like you do now), or tag the blacklisted emails and configure Exchange to redirect them automatically to the recipients' Junk folders, so they could review their own blacklisted emails individually (and retrieve falsely blacklisted legitimate emails, if there were any). Instructions to set up the latter can be found in our guide at http://www.vamsoft.com/downloads/imfexchange2003guide.zip and in our blog article at http://blog.vamsoft.com/2009/09/30/tales-from-tech-support-part-7-orf-and-scl-scoring/
Quarantine is on the roadmap, it is the most requested feature nowadays (see http://www.vamsoft.com/features/features_more.asp?fi=5). We have already implemented some of its foundations in the upcoming ORF 5 version (http://blog.vamsoft.com/2011/02/21/orf-5-preview-part-2-remote-administration/).
I feel I should also point out that if ORF is configured properly, false positives should not occur all, so if your ORF occasionally blacklists legitimate emails, I recommend reviewing your configuration (http://blog.vamsoft.com/2010/05/20/configuration-used-for-the-vbspam-test/)

But I have wanted, for a long time, the ability to cache blocked emails in case my clients need one of them. Instead of thelling them the email was lost forever it would be good to be able to release it.
Now I'm not Einstien so if someone has already thought of this, I am sorry.
But I set up a "Spam" account and I forward all blocked messages to that account and I check it daily and forward anything that is legitimate email or if I am asked to.
Works well. Sorry if its been done to death, but it works for me.
