Unfortunately, ORF does not support such complex per recipient rules (blacklist the email if it is send from X domain to Y recipient, but allow it through if it is sent to Z).
However, you might be able work this around by using the Auto Sender Whitelist (external SQL database) in "Per Recipient" mode, adding the sender addresses manually to the specified recipients (so the senders will be whitelisted), and blacklist the domain using the Sender Blacklist.
The only problem is that you can only add individual addresses to the Auto Sender Whitelist database, and not entire domains.

I would like to know is it possible to block email from a Domain, but allow certain internal users to receive the email.
Example:-
Block @somewhere.com.au ----- nominated internal User receives the email everyone it is blocked.
